At one point or another the npcs should be able recognize either who your character is or at least how strong he is, especially if their wearing something made of dead dragons!

Would be a fun mod if there was postal rooms for courier and that could be one of the options you could make. Imagine that would result in thalmor raids to be more difficult

For me the Thalmor are three things… 1) Metaphorical punching bags to vent my frustrations out on. 2) Walking loot boxes. 3) Metaphorical punching bags again, after I use the resurrection spell mod.
Such a waste just simply killing them, soul trapping those dirty elves to fill Black Soul Gems is the most beneficial functioning role they'll ever truly serve.
I use them as test subjects for my ridiculously overpowered poisons made from CC ingredients (Rare Curios, Saints & Seducers, The Cause). Funny thing is, if you just attack them the guy you save actually reports the murder (unless he dies in the fight too). Seems he should be a little more grateful, you know? Provoking them first by claiming to worship Talos is the "right" way but I don't care. I'll take that murder bounty and bear it with pride.

Since they pride themselves as master mages, I love to disintegrate them with lightning magic and watch their comrades panic and run away. As if they could escape. Ha!
If you really want to torture them, soul trap them. If you don't enchant with it, they just stay eternally trapped in the gem. If you do use it up, they end up in the soul cairn for eternity.

You'd think they would fear you after learning of who you are, since you are basically Talos before he formed the empire. No really. Talos was a dragonborn, you are a dragonborn. Plus, I would think the stories of your character after the events of Skyrim would travel fast, even to the literal capital city of the Aldmeri Dominion, but no, they just see you as the commonfolk. It's also just cute that they are just being suicidal to a demigod who can destroy them in a single swing of a sword, arrow, or spell. Like cmon elf, you are speaking to death himself
I used to eliminate all Thalmore on sight, until I learned the inner mechanics of the game. Most NPC/enemies/animals that aren't in cities/towns spawn in for missions or random encounters then despawn when you leave the cell. This is my biggest gripe with Skyrim vs Oblivion, the characters and enemies in the open world aren't really there. They just spawn in and out as you enter and leave each cell. In Oblivion most of the NPC/enemies/animals are always there actively doing something even if you aren't there to see it. So in Skyrim it's like: sure I could kill that patrol of elves walking by and gain a few experience points, or I could just ignore them and they'll disappear from the game a minute later when they walk away far enough.
And this is why I think it was a mistake for Bethesda to take Fallouts random encounter system and try integrating it into Elder Scrolls, it becomes immersion breaking in a game like Skyrim.
It's always the same for me. Support the Empire, exterminate the Thalmor like the vermin they are. Discreetly though, out of respect for the Empire's position. Plausible deniability and all that. The wilderness encounters are the best though, no quarter.

I remember this interaction well. I was sorely disappointed when my attempt to goad them to violence failed with but whimpers. Killing a fleeing warrior held no honor.
I have been gaming since gaming existed. And I must say, out of all the different factions, agencies and various groups I have encountered none have been as satisfying to kill as Thalmor. Thoroughly enjoyed every corpse. Good vid

My personal goal in every playthrough is to end enough Thalmor that you start seeing the letter calling for you to be executed in sight.

I always use soul trap on Thalmor agents. They are the only thing I don’t feel bad about trapping in the Soul Cairn
