It's good explanation. I don't think we will use actual weight of steel while we are estimating the quantities, I hope rolling margin is type of quality check to be performed at site.

0.401-0.395/0.395=0.015 so it's accepted or not bcz 7℅ allowed in IS code..???
multiply 0.015 with 100 to convert in percentage. Watch video carefully. (0.015 x 100 = 1.5 %) Its allowed as per IS Codes.
