Not sure about where this was recorded at, but in the US this is why scales used for sales must be calibrated and sealed. In order for them to be certified, the manufacturer has to limit access to calibration features behind a locking mechanism of some kind. This usually involves a zip-tie like seal with a serial number on it which is applied after the government agency has calibrated the scale. Without this you are not allowed to sell goods directly to consumers. The flip side is that for manufacturing you do not need legal-for-trade scales. You do need to ensure that the packing is accurate, but as long as they pass random checks all is well.

The same situation is in other former Soviet republics and not only. There are so many people engaged in petty trade that no certification authority can calibrate and control so many scales. The calibration service will not detect if the internal electrical circuit of the scale is modified so that tension sensor's resistanse can be changed/restored remotely. How this is possible I will show in the next video.

@@zazachitiashvili2849 It is not simple in comparison to others. Try putting a simple plastic bag while fixing one side of it under scales - that way you can just create extra tension whenever you want and in different amounts. It also will show correct numbers on control weights.
