My suggestion is to give the opportunity to conduct the 6 powerplay overs at any time in the 20 overs they can be 1 or 2 or how many he wants at a time to the fielding captain he should decide when the 6 powerplay overs should be conducted this will be a huge addition because if powerplay is not in continuation there is no continuation of momentum for the batting team 2nd effect ::: as a fielding captain you would want to conduct the powerplay overs when the best batters are out so if you take wickets before powerplay then there won't be enough firepower left in the batting team to use the powerplay because there is a long tail left in the batting order so by defination you would need to reduce the tail by adding more allrounders to utilise the powerplay overs efficiently.. this rule can change the dynamics of T20 cricket . This will also make the contest between the bat and ball even .. so as a fielding captain you want to take wickets before powerplay overs and as a batting team you would not like to give your wickets before powerplay overs so this will create a game of survival for batters and also they must score in the normal overs because they can't just defend to survive they must rotate strike and keep the scoreboard ticking and score the odd boundaries . But this rule is favouring the feilding side too much so to neutralise it you can keep the impact player rule active this rule keeps both entertainment and bowlers alive . This rule may also improve the no.of allrounders in the team
