Do these oki options similarly apply to accent core or is the timing different enough that it doesn’t work?

It works pretty similarly, you don't have blitz shield to worry about though.

How do you set dummy to do reversal on wakeup?

to test reversals I always played as the character you want to reversal with and record the setup with the dummy. There are some tricks to get reversals that I don't recall but its not a simple setting unfortunately.
