In my opinion even 10% chance triggered by bk+pale lord card is too low to trigger. If u have +16 Scepter equipped the LM proc chance is already 52% (means in probability it will trigger once per 2 auto attacks).Also take a mind that when using wind wand, wind damage would be the highest then I think it's better to just focus on LM/CL/Tetra Vortex damage instead. I think using another card that increase modifier like Double Phree star, Hydra star, or chepet star is better so can burst enemies faster
