The reason (rightly) is that there is no proven road safety reason to impose these limits. You may find mobile speed camera vans because they like to go for easy wins.

I've always stuck to them, and any other "red ringed" speed limit signs for fear of hidden camera vans, D and G are terrible for hiding their camera vans in the shadow of trees at the end of a long straight with no junctions and limited hazards.
