Even though these were 'experiments' people loved them. As the people that lived in buildings such as Park Hill lived in Victorian and even Georgian slums in unimaginable poverty right into the 1960s. 8 people to a 2 room house back-to-back with no toilets or running water.
Bad as many of the new social housing estates became, at the time they were new they were infinitely better than what they replaced in many cases. Some older terraced properties were constructed to decent standards, but not all, was refurbishing and modernising considered, doubt it as political pride and government targets were in play.
The "Streets in the Sky" was a good idea but poorly executed, the ceiling is too low so it looks gloomy, replace some of the railings with planters to soften the "street" with greenery, Paint the street walls in light colors, install park benches, maybe even add a few small shops in place of just flats.
