I am on a school board and policy committee in another state. It boggles my mind how the full board was not provided with the attorney's letter prior to this meeting. In my district our superintendent forwards all legal communication to the full board as soon as it is received. Also, the time for discussion of a motion is after the motion has been made, not after the motion has been called. You don't offer a two minute editorial along with your vote. That's what discussion before the vote is called is for. Lastly you don't ask for additional comments after the vote. No wonder this meeting is nearly three hours long. One plus is that the board attorney seems to be legitimately neutral. A lot of school board attorneys are leftist activists.
