Id suggest drilling bigger holes and to puddle weld through and less of them, try also flap disc the surface of new sill to remove zinc coating, will give you a much cleaner better weld !
I'm only an amateur but i think your holes for plug welding are too small. I did this before and the welds didn't hold. Also it would have been good to clean the metal as much as possible and spray some weld through primer on any bare metal otherwise it will rust immediately 😢 I use red "bonda primer" on any metal after welding and its good stuff. Paint it on with a brush. It's available in Halfords 👍😁🇮🇪
