THIS is why I encourage anyone who will listen to get some bare basic necessities stocked-up; Water, food, toiletries (and a five-gallon bucket for an emergency toilet!), first aid supplies, flashlights and batteries, a back-up power source to charge a cell phone, extra gasoline for cars and/or generator, extra blankets, wet wipes,...anything and everything you'll need to survive for several weeks or longer if there's a disaster in your area. You don't have to buy it all at once. Build your supplies gradually, as money allows, and store it in a closet or garage, preferably in totes. It's better to have and not need than to need and not have!
You're quite right and buying food cheap in bulk saves money so it's all win. One thing most don't need to store in advance but should prepare by buying in the days before impact is gasoline. Anyone can store new, empty gas cans at home because they don't weigh much and are easy to handle. When you know a storm is inbound fill them a week in advance then store them OUTDOORS away from structures. You should have enough fuel to top off your vehicle so you can evacuate. If you own land you can store more (I keep a 150 gallon big rig saddle tank stored dry so I can put it in one of my trucks to fill up if needed). I take notes every disaster since Hugo when I was in SC then fix or improve before next time. Small solar battery chargers are cheap and besides keeping my vehicle batteries topped off I'll have phone and LED headlamp (handheld lights waste that hand) charging indefinitely.

i live in houston so when a storm is coming i make sure to have at least 3 days of gas for my generator. the reason is that it takes time for enough gas stations to have power and for fuel trucks to fill those stations up after a storm. after 3 days lines start to die down.
There is only a finite amount of gas in the tanks of the gas station. With such a large demand they soon will run out. It might have made sense to limit purchases to 5 or 10 gallons. In normal times if everyone went to fill up their car's tank at the same time then all stations would run out of gas. The supply chain is designed for normal levels of consumption.
This catastrophe highlights the benefits of increased energy self-reliance. Having solar panels and battery storage...and using electricity for transportation fuel, would make a major difference for so many in situations like this. As the weather becomes increasingly problematic, relying on liquid fuels being trucked in from hundreds of miles away is going to become increasingly untenable.
It's all very temporary. You're batteries and solar panels won't provide enough charge to provide day to day travel. Not to mention the weeks to fully charge your car. Not to mention the fossil fuels required to provide parts to your electric vehicle if a breakdown. Give us an estimate of the cost for system you describe to keep a family up and running all electric? Most can't afford food let alone an all electric pipe dream. Fantasy. Even if one wanted to go old school, a horse and buggy they don't have the means and resources to maintain even that.
After hurricane Wilma struck south Fla in 2005, many gas stations which had full tanks couldn’t pump bcs of no electricity. Many installed generators reducing those issues.
When we lived there, the place had the highest, gas shortage events, we have ever seen. It would be just in that area, news 13 would mention it, panic started. Within 2 hours, every station would be roped off, out of gas.
No one is even slightly prepared for this. Everyone is running around like headless chickens. It is absolutely not clever to let people fill up as many canisters as they want. And gas stations cannot generate their own electricity in the US? Everything in Switzerland has at least three redundancies, including cellular towers with backup generators. And the worst part is, this is not even a real crisis that happened out of nowhere. Wow....just...wow...
Perhaps we shouldn't have built our society to essentially only be navigable by motor vehicles, when far better solutions that don't require electricity or fossil fuels exist.
