It's likely there's low search volume and you may show up for it or not. There's a minimum search threshold for ads to appear.

I disagree, you can start with a low budget and scale. It's good to start low and get data first so you can optimize. I started with £5 per day and got sales for my ecommerce business within 40 days.
Good for you! You are one of the very rare few that can see ROI with such a low daily budget. Your clicks must be super cheap. In most industries that I work within professional services, there's no way they could get away with such a low daily budget because their clicks cost more than the daily budget itself. It's possible to start with a low daily budget, but it will take a very long time to buy data to see results. Most businesses won't have the patience to wait that long, that's the reason why they're doing ads in the first place vs SEO.
