Sidhu never demanded a separate sikh state. He wasn't a religious fanatic. He just spoke for the rights of Panjab. As for Bhindranwale, his photo is also present in Shri Akal Takht Sahib. There's no evidence of him ever demanding Khalistan or doing any terror activity. The whole Panjab is a land of separatists and terrorists with that logic. There's more to it and I'm not going too deep into that. As for the SYL song, he isn't referring to the idea of a separate state when talking about "sovereignty", he is referring to the riparian water rights which the central government is depriving Panjab of. The riparian principle confers on a state, complete and unfettered rights over the waters of the rivers flowing through it, just as it is vulnerable to floods and land erosion. When dealing with the issue of riparian rights in a federation, the state units have to be treated like sovereign states.
