Fiora is harder than yorick only in the sense that playing a fiora at 100% of her potential takes more skill than playing a yorick at 100% of his potential. But to be viable in games, yorick needs to be played at least at a (e.g.) 90%, while fiora to be viable can be played at like 30%. And playing a yorick at 90% is harder than playing fiora at 30%

Fiora is called a hard champion because of the ceiling, you can 1v9 against every single comp there is if youre good enough at fiora but if you just started playing her you can go 5/0 in lane and still lose the game
