Sound foam can reduce some sound from the outside, but the main benefit of acoustic foam is that it soaks the sound from within. This reduces reverb, and sound leaving the room.

Foam cannot, and does not 'soundproof' the transmission of sound from one room to another - in either direction! - it simply make the room treated sound 'dead'.

Does it low the sound you hear from your neighbours or its same ? Maybe its more for inside isolation sound ?
