Those bugs are the larvae of a beetle or moth, they’re usually referred to as mealworms, weevils, or flour moths. They more than likely came from the plant were the mre was made.
But they were also able to chew holes into the individual packages...
So unless most packages had then inside, I would say it's also quite possible that they just chewed in from the outside at some point in time ;)
