The 'poverty trap' holding Williams back in F1

    Williams has hauled itself off the bottom of the F1 pile, but has a long way to go even to become a regular points scorer.
    And that’s the first big step it needs to take if it’s ever to hope to get back to winning ways. That’s because over the years its technical capabilities and facilities have fallen behind those of its rivals.
    Team principal James Vowles says that “20 years of underinvestment is why we are where we are today”. That’s why even under the new ownership of Dorilton Capital, which took over the team in 2020, it’s going to take a long time to recover.
    But the rebuild is well under way. So where is Williams now, what are its weaknesses compared to the rest and why might the cost cap regulations hinder its recovery?

    If that lack of investment over 2 decades is true then it's a credit to the engineering at Williams that they're still on the playing field.

      You also had a lot of teams that also come in and out of F1 in that time period--HRT, Manor/Marussia, Caterham, etc. Many others changed hands. So just surviving to this point, albeit with a more closed-off entrance point, is a feat in of itself. It also makes that Brawn GP championship season far more significant than probably any championship since that time (or before then).

      Williams was kept on the grid because of sheet determination and political connections within F1 and a reputation. It would be hard for F1 to survive without one of the popular names of F1 history. That kept them alive.
      The rest of the teams were all manufacturer names or teams that do not have a legacy.
      F1 is a business and reputation more than just teams.

      A private equity firm owns them. That is a disaster. Short term gain. Long term doom. What do you do with cows? Milk them for what they are worth, then make hamburgers and wallets out of them.

      @@chrisccc22 Even though F1 constantly is looking toward the U.S., Liberty Media is effectively either run by private equity or is such a firm. Same with Dorliton Capital.
      They, among many other firms, are about to have some of the underpinnings of their business dealings, extractions, etc. in plain view of the SEC (thanks to a number of directives, rules-writing, etc.) announced in this week or two by the current head Gary Gensler.
      Speaking of cows, hamburgers, etc., the potential biggest destruction of food stores here could also be happening (as soon as the private equity firms running Albertson's-Safeway and Kroger find the sympathetic judge (or stall lawsuits for long enough).
      [The Security and Exchange Commission, as well as a lot of the interest rate hikes coming out of the US Federal Reserve helped to also helped to expose cryptocurrency as a bit of a fraud as implemented widely.]

    It is insane how some teams dumped lots of money before the budget cap and the teams that didn't are in a massive stalemate because the top teams can ensure that they spend the 35 million allocated over the 4 years to keep the gap.

      I don't understand this comment.
      The teams that didn't couldn't afford it.
      And the ones that did either had preexisting facilities
      We're being bought our and using new ownership to skirt the regulations
      Or are like AT and HASS that function as satellite teams and just borrow state of the art equipment from other teams to use.
      It's been a long and well documented reality none of these potential solutions fit and or work for Williams.

      I mean when is Williams going to take responsibility for their horrible mismanagement? This isn't some minnow struggling to survive here, like your Arrows, Mindardis and Haases, this is a former championship winning team. They were on the podium as recent as 2017 and were 5th in the standings. They had more than enough time to get sponsors, invest and keep up with the big boys, they even had manufacturer support for a good bit. They squandered it all. Time to face up the harsh reality of 20 years of mismanagement.

      @@mrgalaxy396 they did like 3 years when they sold the entire team and moved out of any management/ controlling interests of the team...as the video explains.
      The video also explains that once the team was sold the new owners wiped out the debt of the team and formed a concrete well laid out (all be it slow) plan of attack to get the team back into fighting form.
      They've also expressed a real understanding for patience as the process plays out.

      @@mrgalaxy396 massive lack of cash is not the same as mismanagement (edit: see my post below regarding who you’re asking to own up to mismanagement). There’s obviously more to this story, which is that Dorilton knew the Cap Ex limit was coming and didn’t spend the money, which shows that they’re not in it for the long term. They want to flip the team for a profit.

      It's confusing. Aston can spend half a billion on a new facility but Williams can't? I thought infrastructure and expertise were supposed to be exempt.

      Not allowing them to spend extra only makes sense if all the teams started on an equal footing when the cost cap was introduced. If there was a cost cap tier system based on season results (perhaps across the last three seasons, or something like that), similar to wind tunnel time, for all expenses that are considered under any cost cap, it would continue to level the playing field and teams like Williams and Haas would be able to catch up quicker.

      This actually encourages teams ot invest in each other. So williams’ only option is be a customer of wind tunnel testings. Like from the bigger teams. Keeps the cost low and allows other teams to recover investment costs. But I guess this is not the kind of business these teams want.

    James Vowles for some reason gives me confidence that Williams is on the up.
    I do not have this same confidence with McLaren for example.

      McLaren seems to me like they're putting the chess pieces in place for future seasons, with this one not being the focus for now.

      McLaren yesterday with Norris' upgrades are very very promising. With only 50% on the car, who knows how much better they'll be!

    with the cost cap, williams will never catch up. They will always be behind. The teams suffering from underinvestment will literally never catch up even if they started spending to the cap. Something needs to be done about this because we have too many uncompetitive teams in f1. Either they dont have the funds, competent sporting personnel, engineers, facilities and technologies. Its like having 3 JV teams play varsity. F1 could be so much better than it is now

      It's just tough to fix that when, even if you lifted the cap on Williams and Haas, they couldn't spend anymore than they already are anyway. Haas was only able to spend up to the budget cap because of the MoneyGram deal, and honestly... how long is that going to last? Red Bull, Merc and Ferrari may have (and SHOULD have) purchased a lot of things before the budget cap era hit in order to prepare for it. Equipment, machinery, materials, etc. I have no idea how it all works with parts already on hand, if you still have to account for the cost of them when you use them or only when you buy them, but teams like Williams couldn't upgrade their equipment even before the budget cap, so the cap is effectively meaningless to them.

      @@martiezboy I fully agree with that. I say that every time Gunther is bitching. If you can't afford to do it, THEN DON'T DO IT. You're not entitled to compete in F1. It's supposed to be the pinnacle of motorsports. If you can't afford it, that's fine! Go do LeMans, or F2 or IndyCar or something else.

      Investments in infrastructure aren’t in the budget cap. There’s is a different cap for that for a period of 4years.

      @@WhiteG60 This is false. Williams has made it clear they have a ton of cash on hand, they just can't spend it all because of the cap. Haas yes, they are broke and won't have that opportunity. Williams though does have the investment and the cash. This is not 2008 F1 where teams are struggling and the only hope of survival is winning. This is 2023 F1 where it's franchised and businesses want a piece of the pie. Every team has the money, and will continue to make more money, even Haas. The buyouts on teams right now for say Alpha Tauri have been rumored in the 800M-1.2B range. That's AT we're talking about, not RB or Merc.

      well as person who watching f1 since 92, williams basically a garbage team. frank, patrick simply biggest aholes for many decades. (even ron dennis doesnt reach their level) so they fire lost every good driver, best engineers and best partners. then claire shows up, they fired paddy lowe and her behaviors against him on netflix show... willams are sucks, always has been.

    When I heard Vowles complaining for the first time about Williams not having an overlooking system in place for all their thousands of manufacturing parts, my first thought actually was: You can't be serious that these guys don't even have a basic Enterprise Resource Planning (ERP) system in place? Because that is basically what every, even slightly advanced manufacturing company relies on nowadays. Shocking really when you think of it.

      And given this was all under Frank's management as well, you then have to ask how much more corners were cut in the process? It kinda makes their rejection of Lawrance Stroll's Offer (Especially in light of Team Silverstone's massive improvement) all the more annoying. Its like he would've prefer his team be on a road to ruin then allow someone to buy in and give them that much needed investment to actually improve everything and catch up. Swear the more I learn about the scope of the team's financial peril, the more annoyed I am with what increasingly feels like absolute baffling ego of its original namesake.

    A missing ERP system is a great opertunity commercially speaking. If you get a large discount with a sponsor deal on the car for 3 years, there could be a company interested enough to give a ERP package to Williams.

    5:02 It's the same story as not having the still-relevant 3.5mm headphone jack on today's smartphone. People who always said that it's "outdated" and "dead" never realized that you always have to spend more money on wireless earbuds whereas a high quality wired headphones going as far back as 10 years old can still function properly and gives way better sound quality.

    I think the teams further back should ALSO be able to spend more on development of facilities. With the top teams being able to spend much less.

      especially as the other teams (notably Ferrari, merc, red bull and McLaren) would've spent huge on capital expenses before the cost cap came in.
      So while the cost cap is a good idea in principle, someone behind the curve can't simply spend their way out of trouble.

      Agree with the lower teams to be able to spend more, but not with the top teams get even smaller budget. That's ridiculous. But then again they all agreed with this cost cap idea so I guess they did not see this coming.

      @@aimanazrie8944 Why do you see this as a problem for larger teams spending less? That's the point of a system like this. It's the same as most sports around the world. The point is to give each team a fair footing to compete, otherwise it's not sport. It's a rigged competition. For the slow teams to catch the fast ones, they can still mismanage, hire the wrong people, get the wrong drivers, build the wrong car, make the wrong setup, etc etc etc. If they're gonna fail then let them fail on merit. Not on budget. That's the point of trying to create this "meritocracy" that F1 keeps talking about. Because to be the pinnacle of motorsport, they first need it to resemble something close to a sport. It's been a billionaire's science project for 80 years. Now they're actually trying to follow up on that "pinnacle of motorSPORT" they keep claiming. To make it a sport, each team needs to have support that allows them to be on the same footing. Then let them dig their own graves with poor management and we'll find out who the best really is.
      In the past you could never really compare drivers because the cars were so different. What if the cars were still different, but everybody was quick enough that we could actually compare the actual athletes, which is what the entire point of the athlete is? Hard to say "these are the best drivers in the world" meanwhile the Mazepins and Latifis and Strolls are still in seats. That's going away now, and for good reason. F1 needs to be the thing it's always claimed to be, rather than the illusion it's been selling.

      According to Vowels, while it certainly isn't a GREAT floor, the angle the photo was taken at makes it look way worse than it really is. He said that they know it's not at all near the level of the RedBull or Merc floors we also got a peek at, but the lighting and shadows made it look flatter than reality.

    A desire to keep more of the money World Champions Williams made, Frank Williams & Patrick Head decided to not make their designer Adrian Newey a partner in their team, he left for McLaren and that put them in a 20 year “poverty trap” 😿

      McLaren did not let Adrian Newey do what he wanted, Newey left them, and left McLaren in a (thus far) 6 year "tractor business"

      Newey did become a partner, but they decided or forgot to involve newey in a few driver decisions and thus newey abandoned his contract/arrangement

      Not sure how the car designer not being promoted to technical director (the only role he could move up in) has anything to do with the fact the team was always on a knifes edge when it comes to finances because of its long heralded independence.
      What put them In a 20 year poverty chat was the concord agreements. Before the latest ones singed the money distribution was significantly different.
      Long story short the teams got significantly less money. So you either dominated or you partnered with a manufacturer.
      All the teams that didn't do one of the above either sold or folded with Williams being the sole survivor.
      Cymotorsport has a video on his channel that goes into great detail about the entire history of the team.

    20 Years behind , really makes you rethink that back in the Day BMW wanted to Buy the Team. Instead they bought Sauber and resold it back when they left. Now Sauber also isn’t Championship Material but facility wise one can only wonder where Williams would stand now had they done a similar Deal back then. I always had a soft spot for that Team going up against the Big Manufacturers back in the Days and really wish them to be restored to former Glory.

    Honestly the problem becomes this: with a cost cap in place, the teams at the back have little hope of catching up, but without a cost cap in place, the teams at the front will spend enough to keep the gap where it is. Either way, unless they "standardize" the equipment / wind tunnels / etc. that each team can use, this issue will still exist on some level.

    Perhaps the issue with capital expenditure would not have been nearly as developed as it is now if the original idea for the cost cap around a decade ago was able to be implemented. And we would still have other teams on the grid benefitting from that.

      Why would Honda want to strike a deal with a team that has a significant amount of rebuilding to do, given that:
      a) they will be coming off one of their most successful periods in 2026.
      b) Aston Martin is paying for at least a part of the development of the 2026 engine, while Williams can barely afford to pay for their own ERP system.

    If the CAPEX budget is a problem, there should be nothing stopping F1 to allow for more budget on it depending on where a team ends for a season. Similar to how the wind tunnel times work.

      For me it should be the what ~$8m per year and then have a multiplyer attached for teams lower down. But, initially have a value generated for the existing teams' infrastructure, and then basically give the teams part of that difference to the top team as extra on top of the $8m over say, 5 years

    I think there should be a sliding scale of budget cap so the slower teams have more budget to improve their cars. The fastest teams should have less budget to upgrade. Maybe that would help.

    It's not just a lack of investment. When Mercedes gave them the best engine in 2014, they didn't capitalise and took advantage of it. Even in 2014 and 2015 they only finished 3rd in the constructor championship

      You know that was the point of the video; their inability to capitalize on anything do to the lack of investment.

    Wild idea. What if instead of or in addition to listed parts, teams had spec factory facilities. They dont have to be the same factory, obviously ferrari and mclaren have amazing architecture that no one wants to see go. But spec windtunnels, simulators, etc could be a way to bring teams closer together without impeding on the intelectual property of teams' innovation.

    Cost cap should get larger the further down you finish in the championship RB dont need as much to keep competitive but Williams do

    It is mind boggling that in order to recoup the 1.5ish second deficit per 80 second lap that so much has to be spent.
    Couple that with the fact that As Williams doesn’t have a consumer product it can sell it makes you wonder why Dorliton Capital bought the team? The only return on investment for them is if the team wins a championship and they sell off the whole kit and caboodle for a profit.

    Why doesn't F1 just put a flat budget cap and allow teams to spend that budget however they want? That would allow a team like Williams to forego spending on operations in favor of more spending on facilities, systems, etc... to catch up, and a team like Red Bull may have to risk falling behing a little on CapEx in order to spend more on keeping its drivers, staff, a faster car, etc to keep winning in the short term.

    Why don't they also measure average championship placement over 4 years and make the cap ex allowance according to that. Just like they do with the wind tunnel and aero allowance.
    Would bring even more catch up mechanisms into F1 and bring the field closer together. That is if the teams on the backfoot have the money to make the investments that they would be allowed to make.

    Based on all the details we are learning now, with hindsight were Williams harsh to sack Paddy Lowe? We'll never know all the details, but maybe he was highlighting these deficits years ago, but as this was before Dorilton Capital taking over, I suspect there were heated conversations between Claire Williams and Paddy on how the money was being spent etc, and whether new investors or owners were needed. I do feel there was a real reluctance to sell until it was the only option left, which is natural.

    Now that all the teams have big backers, it's a lot easier to make the argument that the capital expenditure limitations should be revised. But these rules were made specifically to help teams like Williams, which, at the time these rules were written, literally didn't have that kind of money to spend. They're lucky they do now, and if another team ends up in that same "can't afford it" boat in the future, that team will not be impressed by teams with money being allowed to outspend them even within the cost cap.

      Right, but companies are investing in these teams now because the concord agreement and cost cap allowed for that to happen. It took risk away from the investment. Before this, why would a company invest in a team like Williams? It wouldn't because that was a super risky bet and you'd lose hundreds of millions. The cost cap is doing exactly what it was meant to do: Give investors the confidence that even in rough years where their team isn't performing at the front, they'll still be safe to compete the following year, and they'll get a slight leg up to catch the competition a little and fight back to the front. This is much much better than "we hope the car can at least finish 10th, otherwise we can't afford to race next season."
      F1 essentially franchised the sport and it's the best thing they could have ever done for their brand in the eyes of investors. It gives a safety net and longevity to the investors that F1 HAS to have.

    One of the reasons Dorelton are in F1 is because of the cost cap. The money that is being mentioned to get Williams back on track, would their owners really be prepared to spend that if there were no cost cap or even if it was adjusted?

    Williams' problems are self-created. From Frank Williams and Patrick Head's "this is how we've always done it" attitude, letting Adrien Newey get away, bad choices, worse engines, and having to resort to pay drivers to keep the doors open. With no money left, they went down the spiral that moved the team from a contender to the bottom of the basement. Now, it has to hope Dorilton will put in the funds to improve the infrastructure, get the personnel and drivers to move the team up, and find sponsors confident enough in the team to create long-term support

    This might be an unpopular opinion here but I think Frank Williams and Patrick Head (mis)management of the team from mid 90s onward is what condemned the team. They lost F1 best aerodynamic brain in mid 90s and most powerful engine manufacturer a decade later.

      I get the feeling its both on an engineering crew that's had to work with what they have (which has sadly been below par for a while) and Albon being another rare driver that can make a less then competitive car go places it shouldn't go. Not on the same level as Alonso or Button or even Russell (Who's F1 career so far has consisted of dragging uncompetitive cars way up), but one doesn't simply take a post-2014 Williams into the points multiple times without having some level of talent.
