  • Forced Ranking is ok in case of divided labour. However, in teams with high level of task and social dynamics forced ranking turns colleagues into competitors.

In the second example, one good example from a company I worked for: at the end of the yer, each team's employees were asked to nominate one person on the team for a promotion/recognition, and give a paragraph explaining why. Obviously, anyone who received multiple, or the most nominations, would be first in line for bonus and raise.

Forced ranking in the sense of a forced percentage of bad reviews is never okay, it is just bad management. The reason for that is clear: Not all teams are following the Gaussian Distribution. There are simply teams where all members are good. And in this case - which is in fact a main goal of good management - forced bad reviews just create a very big problem
Just imagine a good team leader who has achieved that all of his/her team members are good in all relevant aspects. What should this manager do in a "forced bad review" environment? "Sacrifice" one team member with an unfairly bad review - just because there must be a bad review?? This makes no sense and is really problematic.
Therefore forced bad reviews should be outlawed or at least they should be made officially irrelevant. There is no valid reason for this kind of forced ranking and it is also especially bad for companies itself - whenever there is a shortage of workforce this kind of management will "motivate" many people to go away and join companies who always give fair reviews..!

Stacked Racking is toxic, abusive and needs to be outlawed.
