I love the effect! We've filmed industrial robots before (gopro on the end of the 'head') and one thing that happens, is that there is no RAMP when they stop. They have a hard stop, and they 'judder' a little bit, so you can add that at the END of the movement, and it would help to sell that effect. =>

Stabilize the footage afterwards Warp Stabilizer may be enough, if not, you can go all out and track both eyes individually, and stabilize that?... and instead of doing manual blur, maybe bring it quickly into After effects and just throw on a "Force Motion Blur" Effect, and then apply the same masking step.
I would just try to emulate the camera movement in hand held, throw some speed ramping, and a post stabilizer effect. EDIT - That's on the cheep though, but still a convincing effect.

that's not robot arm. that's just a crane. The robot arms are somewhere around $75k-$150k made by BOLT. Which is what they used for KL's music video.
