Yemma not letting Piccolo get involved might feel off because of Vegeta with Buu, but to be fair to that, Buu was a crisis that managed to nuke Earth's population in under 48 hours. Aside from pretty much making Yemma and his oni going into overtime (as far as the anime showed, been a while since I checked the manga to see if he had to deal with overflow there too), Buu (Evil Majin Buu, aka Super Buu as the English material calls him) was something that was so dangerous Yemma made an exception for Vegeta, having Baba fetch him, restoring his body and playing on his pride by saying he died like a dog against Buu the first time. Granted, Vegeta literally blows the roof off his station's building for a bit, but he bites and immediately goes to work. Comparatively, old Dr. Spew and Dr. Mutation jailbreaking Hell with a box of scraps isn't a world breaker threat, seeing as how for the most part, the Dragon Team members had everything under control under Super 17 made his debut, and even then the doctors were mainly focused on conquest rather than destruction (mainly Myuu wanting universal domination while Gero wanted some revenge), thus Yemma ends up playing by the rules until Piccolo intentionally pisses him off enough to get sent down below (though at least he didn't have too bad a time as the ending showed he's competent as a guard, far more than the stock oni).
Because he wasnt on the Snake way. He was in heaven which is in yet another realm. Still kept his physical body but just like theres no direct way out of hell besides that one path to the boss, getting out of heaven is likely the same
I'm pretty sure that there are different levels in hell and the one from snake way is just the surface level. You can't actually get below it or above it without king Yama's help.

Goku wasn't in the Other World. He was directly above Hell, on Snake Way. The real kicker is how he was so easily able to get out of Hell while nobody else really could.
