The only people that use charge on envy skill are Ryoshu and Don Quixote. The people that spend charge on gloom skills are Yi Sang S3, Meursault S2, Faust S2. Other skills that spend charge and aren't gloom or envy are Hong Lu glutony S3, Meursault pride S3, Faust wrath S3, Reindeer Ishmael S3. So really gloom is the most common charge spender. I agree tha envy would still be more conviniet though when the hardest hitting skills are envy but they aren't common. I honestly wish that Load would be applied next turn so that everyone could use Load instead of when only a couple of allies use it. Rabbit also can't use Load at all because he doesn't spend charge in his skills at all. Sorry if I may have sound condescending.
you pointed out that her S3 not being envy is bad for resonance and applying load, but her S3 only needs resonance, not absolute resonance. so her S3 can interrupt a chain and the rest of your team will still get load. interrupting the chain just means less offense level gain if you care for that like at 13:09, you had 4 envy res (but only 3 envy a-res), which meant that she applied load to herself + 4 people, which can clearly be seen as Ish is the only one who didn't get load (because she was last in the deployment order) all that said, building up her charge potency for her load buff still sucks and doesn't seem very worth it
I tested out I think it's based on deploy Order which the skills doesn't say it I though it has everyone in the resonance would gain the buff which would make sense So when someone didn't got it I just assumed that Outis in the middle of the resonance as the fault My bad I am sorry
WC-Outis feels quite strong imo. especially once she reach 2+ charge potency since she also gives her allies clash power and charge barrier, though it may not be alot (usually 3-4 only during early turns) but based on when i use her with a full WCorp team (no Rcorp since im broke), hong lu is mostly the one to keep her charge up ESPECIALLY because she's the 2nd lowest hp in the whole Wcorp group so she gets the 5-10 charge barrier that hong lu can give. (Assuming you are using Hong lu's 3rd skill with 10 charge only) thus allowing her to easily build up charge potency and be able to give load to others, even though the gloom res of her 3rd skill doesn't perfectly align with the others, you can still make a res using faust's 1st skill to LOAD ryoshu and don (since those two are the strongest in terms of charge) Though damage wise she may not do the biggest damage and hit 300+ dmg, she still hits hard and atleast deals more damage than yi sang. Overall a pretty good WCorp id 🥶
My review on her is that I feel like she is pretty underwhelming. The fact it's a CAPTAIN and not just an agent really hyped me up for her, and the animations are really fluid, they have that weight for every hit. And then, she's just not what you would expect. I feel like PM is putting work on making the other teams better, like they did with Tremor and Sinking, and more recently the Dieci/Discard team, but I dunno, Load doesn't feel like much of an upgrade compared to the special Tremors and Erudition, just feels like a bit of extra damage, but nothing Wow. I think PM should've cranked her ans Load up a bit, really make her stand out as a strong W corp ID, like Dieci Meursault for the Dieci Assoc. which is a good support for Discard/Dieci IDs, AND is pretty strong, as per usual for Dieci Assoc.
The leader on a team is not always the strongest, that's even how it is in real life. She needn't be able to do 300 damage, she just needs to help her allies push beyond their limits. I also feel like this should be how they do captains, starting with d mersault,yes he's good but DEFINITELY not as strong as d Hong Lu or d rodion but instead tries to improve them, though this is not to say a leader can't be the strongest in the team, I'm just saying they don't have to be, and she definitely passes the vibe check to be captain, anyway, thank you for coming to my TED talk and may you be able to get her like I have.

Put Outis, Don, and Ryoshu in the 1, 2, and 3 slots (which you probably will anyway), and as long as they use their S3 the same turn as Outis they'll all get load. R Ishmael in the 4th slot and either R Heath or W Faust can use their envy skills to get her a load as well. Personally I feel like 3 envy resonance from the units other than Outis isn't much to ask for from this team. I do wish she provided more in low-turn fights but I think in MD where EGO gifts can start you with like 10 charge on turn 1 and RR where you have a lot of time to build up she's a solid pick. Also I've seen a few people say that a 30% boost "isn't much" which feels insane to me, especially when we're talking about 30% boost to potentially 3 characters' most damaging skills (R Ish only getting 15% is a big bummer tho, wish it applied to R Corp as well)
Yknow. I expected better. If her load didn't disappear after 1 turn and instead was only lowering by 1, this would have made her a bit more comparable to Molar or Butler. But I wasn't lucky to get her now from 30 pulls, so instead I went with my original plan and got Butler. But hey. At least charge potency is now a thing. I still cannot understand how it works, but hey. At least I knew it from patch notes before she dropped. Man, all of Outis ids either feel mid, only tied to 1 team comp, or I used them too much like Molar. Just give us Shi Outis already, god damnit. And Shi Faust. And Shi- yknow what, no, I should stop now, or else I'll fall into depression even deeper than Yunjin had.
Let's hope that the Sen Rodya/Gregor will fix up the remaining weaknesses of the charge team, because despite Woutis adding a lot of qol power to the team, we are still lacking that damage and reliability that would make them worth running when compared with poise.

If you want to play a rupture team you're free to use literally any other team comp besides W. Outis doesn't even support rupture, all she does is do 1~3 more dmg occasionally. Yi Sang is literally the only id with any amount of noticable rupture synergy, and even with him he is literally better on a dedicated rupture team than with any Wcorp/Charge lineup.

I'm a little confused, her s3 is based off of resonance and not a-resonance, so would the affinity of it really matter when every one else is using their envy skills as the max is 5 anyways aside from it's inconvenience?

So if you have 5 Envy BUT Outis is in the middle of the dashboard
