Radial blur is a visual effect that was intended by the developers. I agree that the models could be better at high speed but it creates immersion, especially since that's what your eyes see in real life anyways.

When you pause the video with the mod, you can count the spokes of each rim, clearly making it a winner with the mod at any point in time.

wheel bluriness depends entirely on the settings - if motion blur is turned on (similar to a low shutter speed in real life) then there should be wheel blur. if there is no motion blur(e.g. a high shutter speed in real life - common during the day) then the wheels should be alot sharper and less blurred
Im pretty sure the creator of this mod kept their settings consistent between the before & after. Regardless it should still honor the original work of Turn10, they nailed the effect perfectly to how a real world car would be filmed. The only feedback I have is that they pop into a different model way too unnaturally where it should be a smooth transition between LODs. The mod creator should focus on incorporating this effect instead. @@meable3763

The wheels should look naturally blurry at speed. Unless you really want that wagon wheel effect from the temporal aliasing, which only happens in film. When seen with the naked eye, the wheels should be blurred. GT3 had the best effect, it used the same quality wheel model at all speeds but thanks to the PS2's stupidly fast buffer readback it could implement a realistic blur effect almost for free. Even today that kind of speed is unattainable if you want good looking effects everywhere else as well. Hence GT games from the PS3 onwards also switched to this separate pre blurred model approach.

There would be nothing easier than actually animating the 3D wheel of the model, and in fact all this mod does is change a configuration file so that the transition from 3D to 2D happens at a much higher wheel RPM (5000 vs. the original 175, IIRC). In fact, you don't need a mod for this, all you need is to open the Global.xml and GlobalCarAttributes.xml files in the game root folder , and you can then edit a lot of the graphical settings that are not accessible from the game menu. It's crazy how Forza players love to blast the developers when in reality they're the most ignorant subset of the car gaming community when it comes to the technical aspects of games. Literal braindead children that probably thin the devs have a "make the game better" button they don't press just because they are lAzY. Editing a couple of values in a config file may as well be black magic, when in reality it's soemthing you can do with one hand while jacking off with the other, and the worst possible thing that could happen is that you'll set a value too high and the game will run at 60 frames per hour until you unfuck it...
Ok I'm gonna explain this, the blurry model is because on high speeds in real life you see the wheels blurry, so this try to make this effect, the other two ways to achieve this is with radial blur in front of the rims (which sometimes doesn't work great) or using a pixel motion blur (Like Gran Turismo 7) which has the downside that it cost more to process for the GPU.
In my opinion the "blurry mess" is a better visual. The wheel switching between spinning forward and backwards is really an artifact of camera and screen. The "blurry mess" is what a fast spinning wheel would look like when observed with naked eye directly. Fixing the wired pop when switching to different model is good though.
the blur isnt the problem, the problem is that its such a sudden change and the lower quality model sometimes doesnt even reflect the wheel you put on the car like sometimes your wheels will straight up just change colour because the blurry model isnt the same style of wheel as the main one

THIS MOD IS NOT REALISTIC. The switch in Forza from high to low graphics is bad, yes, but it would literally look blurry at high speeds in real life. This mod just makes it look like it's recorded on camera with capped fps. In real life at high speed you will never see the wheel like go backwards, because the eyes see essentially uncapped fps.
The effect of the spokes going backwards is caused by the wheel spinning at the exact frequency of the camera that is recording it. You might get this effect in real life also, in a dim artificial LED lighting.

It isn't really a low quality model, its a model thats meant to replicate the motion blur, without actually using motion blur. I think it actually looks a lot better when you get it up to a much higher rpm, but they def need to hide the transition better.
My theory is they did that to make the wheels look like they are being watched from human eyes instead of a camera, to avoid that camera stutter syncronisation
GRID in 2008 had proper radial blur on their wheels, modern Need for Speed games also all have proper radial blur on their wheels. I don't know why Forza keeps using 2D rim blurs with no proper transition despite the many entries and the so-called reboot.
The game emulates a camera viewing experience with lens flares and distortions yet when it comes to rims, it tries to hide the wagon wheel effect like, why mate. Just leave it be, let in-game motion blur take care of it. This mod is simple and great

smokes looks pixelated because your Graphic Card is out of memory (yes the game consume more than your graphic card suport, and this a bug appear), the correction is just set your particles and textures settings to high or veryhigh and this problem is solved.

The game tries to emulate what a canera would see, not your eyes, which is why there is chromatic aberration, lens flares etc.

What are the chances I get banned from playing turn 10 games if I install this??

is supposed to look blurry at high speeds. Have you ever look a real life cars on the freeway? your mod makes it look weird like they are always going the same speed.

I wouldn't risk it. The devs are EXTREMELY against mods on this game. I would never risk any mod unless explicitly allowed by the devs.

Nope, it actually look like this. In real case wheels can look slowing their rotation, but it just how our eye or camera seeing a repetitive objects rotating in such motion
