That helmet hole is used to lock helmet using wire cable lock.

Steelbird helmet has dual visor (inner visor to protect from sun rays and outer visor to protect from wind and also looks better than vega crux.
Vega crus doesn’t have any sun visor, so if you buy it with chrome visor then it will be difficult for you to ride at night.

As there is no option to coverup the ventilation holes, does the water gets inside from these holes in rainy weather?

You can check helmet fitting. If it fits then you keep it or else ask for exchange. Whatever tag is there in helmet is the correct size.
