In the running moore, you are moving forward, you place anchors perpendicular or aligned with wind/current and you need to keep steerageway. In the standing moore you place irons aligned with wind/current, you move backwards and the ship does not have much steerageway. That is according to the Shiphandler for the Mariner book.
