I would assume (just by his looks and cause they kinda need to finish the story) that this person is Sima Yi - the strategist of Cao Cao, who will betrey him and become next emperor.

Could be Lady Cai, Liu Biao's wife, who sets ups a trap to assassinate Liu Bei. Then his brother Cai Mao serves Cao Cao in the opening phase of the battle of red cliffs, supervising Cao Cao's fleet
