I wouldn't say always since Omega and Lost Canvas, while not on the 'main' timeline, are still canon within the Saint Seiya multiverse. But I'd definitely say Saga was the strongest of his generation by a mile in the Sanctuary arc, and Kanon seemed to be a top tier in the Hades Arc. Saga was definitely the strongest in Episode G on average besides some of Leo's Miracle bursts, but even then Saga would have greater Miracles. In Episode G Assassin, while they barely appeared, 8th Sense Saga and Pope Kanon were busted as well Even the Omega Gemini were stronger than most solely because of Galaxian Explosion for offense and their unique Space-Time abilities etc. I'm going through Lost Canvas now so idr how strong he was

Great Video, I'd say he's universal in base as in the Light Novel it stated every gold daint can destroy the universe, obviously on weaker scale than the AE which destroys space and times. His durability is at least Uni+ as Shaka survived the AE w/o scratch. Mu also stated they'd be able to survive the side effects of two AEs colliding which'd multiply the AEs power by infinite (Multiversal). So Uni in base and higher with Cosmos.

Shaka's survival was through unlocking the 8th Sense as everything within the scene was pointing to the Athena Exclamation being overkill for any Gold Saint to take head-on, not to mention his physical body fading into dust after taking it. Mu didn't directly state that he'd survive it, only that one couldn't without a Gold Cloth when Shiryu was helping push it in favour of the Gold Cloth trio. Mu even states that Saga, Camus and Shura would be killed by the resulting explosion and the destruction of Sanctuary's entirety says a lot when Mu initially thought the 3 revived Gold Saints may have been killed by a Tenma Kofuku powerful enough to destroy just one temple. With how it's treat, as far as the original manga goes, no Gold Saint should be surviving an Athena Exclamation without miracles or via the 8th Sense.
And somewhat one of the most tragic characters, since the evil spirit / dark personality made him do things he never wanted, like trying to m*rder baby Athena and suffers from his dark side sins.
I'd like to point out that potential inconsistency involving the Titan of Time Cronus. During the fight with Saga while in his astral form, Cronus claims that it was the very same form he took when he killed Uranus. This however is wrong as we've actually seen Cronus in his true body wielding his Soma when fighting his father. Furthermore, at that time actually looked like an adult rather than an teenager when he finally got his body back. It has been stated by the other titans and Mnemosyne herself that his resurrection didn't completely succeed as Aioria didn't use the right type of lightning based technique. So its very likely that Cronus was in fact a lot stronger when he had fought Uranus than what he was shown to be during his fight with Aiolia. A potential explanation for the inconsistency of Cronus' claim that he was in his astral form when he killed Uranus is that he could be remembering things wrong or Mnemosyne herself could have altered his memory of the event. She did alter the memories of the other Titans to make them weaker than what they should have been.
All very possible. My assumption was while he made have had his cosmos, it was not in a body that can actually use it, just pure energy. Overall it's rather unquantifiable.

Cain being stronger is debatable though since we know that Shura and Shaka(both Cain and Shaka are > Shijima and Saga is stronger than Shaka)are stronger than their predecessors and Saga has somewhat better feats than Cain tbh(since he was beating Cronus while only in his Astral form was stronger than 1 seal Titans who were pushing universal). I'd put Cain and Saga in a similar tier.
X being stronger than X will always be up for debate in the series because strength is usually for plot reasons. If you look in the comments someone goes into detail on the cronus thing and how GA affected him, and the rest of the fight he used a god killing weapon. Don't remember any statements saying Shura is stronger than Izo. Shaka may just be unique in his strength. Still why Saga may have better feats for now, b ikki stated he is likely the strongest person he has faced and cain is many times stated to be the strongest saint of that generation. So I see it as clear intent from the author that Cain is the strongest saint the gold bronze saints have met and nothing contradicts it.

Izou himself tells Shura that he's stronger than him and especially after GA feat Shura is stronger. Also the golden dagger has been in Saga's possession most of his on screen time so him using it is not out of character. Also Cronus had to hide from GE not the dagger so there's that. Either way I agree Saga and Cain seem to be in a similar tier from quotes and feats.

Saga travels dimensions, easily blocks attacks like aiolia’s lightning plasma (equal to Shaka demon pacifier) and gets stronger when all his senses are taken away. How can Shaka beat saga?

Saga's Demon Emperor's Fist wouldn't work on Shaka cause Shaka mental Power is Far superior, It didn't even work on Ikki imagine Shaka.
This is something I don't like about scaling Saint Seiya characters in debates, people use feats from every single manga of SS, mangas in which most of them don't even happen in the same universe/continuity. This video for instance, uses feats from Episode G, Episode G assassin and Classic Manga. Ep G Saga =/= Ep G Assassin Saga =/= Classic Saga , as they are all separete universes and the feats of one of theses "Sagas" DOES NOT count for the other ones.
Basically use the same composite logic and scaling as i would with Digimon. I do note where the series the feats come from and how they would scale without it somewhat in the end.
