Noob question, what is it that makes that chirping sound on deceleration? Is that the anti-lag?
There is an anti-lag system in rally cars to keep the turbine spinning. It's a pressurized system which makes the sound. When the driver is off the throttle, the turbo slows down.

To expand on what palgundersen said, the chirping you hear is compressor surge from the turbocharger. The antilag keeps the turbo spooled up, and boost up in the charge pipe. Some of the air is directed into the exhaust manifold to be burned and keep the turbocharger spooled up. That's the rumbling and popping you hear on trailing throttle. But there's nowhere else for the air to go when the throttle is closed, so the compressor "loses bite" on the air and it comes back out the inlet of the turbo (surge).
