You can't expect to work during the POST, or before boot windows and load driver. This module is USB device and need driver to initialize. win10 should recognize if there is properly initialized touch screen device and you can see this when click on properties on my computer icon. Regardless to physical working or not, should be recognized by OS

I used to work for a service centre repairing optical touch screen AIO machines. Always came in for touch screen erratic or not working and 9/10 cases its dirt on the sensors. The purple semi transparent plastic between the case bezel and screen glass are the sensors. Dust on them will screw it up. Just a quick clean with a dry cloth fixed them and a polite note to the customer to keep it clean. Some were horrendously minging and had never been cleaned.
Capacitive touch screen technology replaced this tech pretty quickly.
In rare cases the control board failed but in that case it wasn't seen in the device manager. The boards are almost always connected to the motherboard on an internal USB header and will show in device manager as a USB device.

I was going to suggest the same. This thing is absolutely filthy. I mean yeah it was in a dumpster. But I repaired things from friends and family and I always had to wear gloves and clean it before even attempting a repair. It's so disgusting how people never clean their devices at all.

Some years ago, i had a computer with a touch screen (heavy (in weight) industrial workstation computer). It was given to me only because the backlight didn't work. At home, no problem with the backlights. I did try windows and linux, but no touch screen, until i installed the "original" windows version for that unit. (of course all with the newest drivers).

Boot a live Linux, and see if that finds a touchscreen on boot, it normally will see the touchy feely stuff well. If not then probably a firmware update on the BIOS to latest version might help, and if not that then well plug in a mouse only....
If hardware failure then probably killed by being drenched dozens of times in cleaning solutions, and these destroying the sensors of the optics.

The RAM was in Dual Channel any ways, even with a 4 and an 8, it will use the 4GB and the first 4GB on the 8GB module together as Dual channel, then the remaining 4GB in single channel mode...
while it's not the 'best' configuration, it works - and many manufacturers did it this way in the years around 2012-2016 - when 8GB was starting to show strains, but 16GB was still classed as 'lots' etc :D

If the problem is not software related, repair may not be cost-effective. The Pro One 400 G1 manual contains the following information: Touch sensor boards are paired with the touch panel spare part kit. Be sure to do so replace the touch sensor board when replacing a touch display panel. Failure to use the board supplied in the kit could cause the touch module to function incorrectly.
