According to Capcom it was stated that Street Fighter Characters become stronger every time they fight and when Ryu where younger he was already stronger then 10 Men so I wouldn't Imagine how Powerful he is Now.

Tatsu threw fireball isn’t worth the risk, when fireballs are weak in this game. They do no block damage
