you should have tested both on MINIMAL settings since by default lunar actually has lazy loading and other things turned on but laby mod doesnt

LabyMod with Flux is optimized for the latest Minecraft version and not for 1.8.9

yes, in 1.20 with a shader, i had over 60 fps with lunar client and over 140 fps with labymod with the same shader.
