Not at all! And yes you can. It builds exponentially. In this specific case. We are using artifact recall spells to up the storm count and using shimmer myr to be able to flash in artifacts. The reason we chose artifacts is they produce mana while not costing a lot and pay for themselves and sometimes net mana. In your main phase you can use aetherflux alot more openly. But since we only get the card draw from necropotence at our end step we have to be able to play our things at flash speed. The more popular version of this set up is with sheoldred where your card draw ups your life count along with the playing of spells. Zur is just more versatile in cedh with the access to blue and white in the color scheme and necropotence is counterspell proof off zur

Cant u just flash spells in response to the atherflux trigger and then all the checks will see the total storm count?
