“My mother used to - she would give us a hard time sometimes, and she would say to us, ‘I don’t know what’s wrong with you young people. You think you just fell out of a coconut tree?’” Harris said, while laughing. “You exist in the context of all in which you live and what came before you.”
Coconuts are brown on the outside but white on the inside. This context is used quite often in Indian diaspora.

Not full Biden but even a bit more focused on Child Care and Family Leave. Her policies are middle-class focused. This proves that you can't take little clips out of context and get the full, accurate story. The first time I saw this clip, it only showed her saying, "You think you just fell out the coconut tree," and then laughing. I thought she was talking to one of the reporters, and it seemed really unprofessional, and then I saw the full clip, and it's a great quote, and within context, makes perfect sense.
