The "Educated" and "Pulitzer" achievements are for the main game. The "Archivist" and "Legacy" achievements are for the Whistleblower DLC.

I think you made a mistake at 16:30, you picked up a document and counted it as a note. At this point in the game you should have 16 notes and 18 documents
