There was a clause in the original contract where CHEC only with GOJ and NWA only offered engineering service where needed. Additionally, the original contract prevented CHEC from firing local contracters...basically CHEC couldnt tell the local contractors nothing. The contract was modified and GOJ and CHEC started booting local contractors for non performance
See it's one thing to protect the local contractors, but that's if they are doing what is to be done. The thing is their is too much politics is involved in these projects.
CHEC was told to use Jamaican contractors, and except for two or three, they did nothing. These JA contractors let Jamaicans down and should neva be trusted with any government project again. The police station will be temporarily relocated to the Bull Bay community center. The new police station will be reconstructed on the same land in 9 miles, just farther back on the land. Just to answer your question and to inform your viewers.

CHEC was Not and still is Not the issue. The segments CHEC constructed are on target. CHEC covered the more technical parts of the project. It was the smaller segments that was given to local contractors which was the issue. Yes, CHEC is the main contractor for the overall project and they still are, but they are now overseeing the entire project alongside NWA direct involvement. CHEC / the JA GOVT also had to take back some of the contracts from the local contractors.
CHEC is not the issue but the gov definitely is, had they been monitoring the project from the start they could have gotten rid of subcontractors that weren't working and put those sections back in CHEC's hands long ago. This would have allowed them to go back to the drawing board and set up a new realistic deadline for CHEC to meet given the new sections they had to deal with.
@@petrinegordon The GOVT tries to balance things. CHEC is responsible for the overall contract. Yes, these local contractors have failed miserably over the years and now is no different. I am on the view that going forward ALL major road works must be done by CHEC, and not monitored. Some of our local contractors bit off more than they could chew... SMH

Know your history it should have been dumped into the sea I was thinking it was already totally demolished certain part of history can go on paper and pictures
