All these EMP rods and EMP grenades, EMP effects in Division 2 are inspire by those EMP effects in GRFS, in that game your HUD was disappear and you had no idea where to shoot with your weapon. So some players stick a tiny red/orange sticker in mid screen/ monitor, that way no matter the HUD effect they always knew where to shoot. With this from cover you always pop a head-shot, because you do not need to aim with your scope out of cover and give away your position.

In this game he/she will paint the targets with spotter device, position behind covers having the sniper right behind and make rogues come out... And also defending the sniper from elite NPCs, as the sniper is flimsy like a piece of paper. And if you have a Spotter doing that, you can diversify your sniper build, by using the big shield [replacing the scanner pulse] and Regulus. If surprise at least you have a chance to blast them, with 700K dmg + the headshot dmg.
