I had over 5 years of learning specifically dedicated to it in another 3 years during world History whenever they covered it in part. 6 years if you include college. The institution of policeings primary, secondary, tertiary purposes were not to capture slaves they were to uphold the law which sometimes included capturing runaway slave. The first police force was Boston which US also got from London, which got that from the Romans, so there's a huge long legacy of existing police forces that would have been much more of an appropriate origin than runaway slaves. Let's grant that Francis Scott Key got his wish and all the slaves revolted and so the British won the revolution and the territories largely stayed the same, France never has a revolution, France maintain control of the Louisiana Purchase because they weren't going to sell that British. manifest destiny never happened; so by the time world war I rolls around you don't have that strong dissident breakaway of former hessianic Nationals. Those people would all still be German which means the Axis or the Austrians when one of those two wars so congratulations you get your wish and we can all live under either the country that literally invented gassing people or the country who perfected gassing people.
