Money for weapons is not easy to spend ATM. It is not a lack of will, but there is a lack of available weapons for sale. Many nations lagged far behind in the Merkel era, but now, for example, finding tanks to buy is a problem. They simply are not available in a reasonably short time. Italy had to start developing the KF51 because there was no way to have any Leopard 2A8 in less than 5 years, Abrahams are too heavy for the infrastructure, and K2 has a huge waiting list. Same for planes, where buying an F35 now will take years just to be in the pipeline. The West has been lagging behind for too long to suddenly start building hundreds of military vehicles, ships, planes, and even building missiles and air defence takes a long time. Even the USN can't buy ships because they can't build them! It is actually difficult to spend 2%+ in 2025 because there is very little to buy, and it is also difficult to have new soldiers, pilots, and sailors as there is lack of volunters. You also can not throw money away just to prove that you have met the target. Building a frigate takes at least 5 years, and you need manpower to sail it, which is sorely lacking. It takes 10 years as a minimum to ramp up production and keep it running so that you can actually spend what you need. Poland started a long time ago, but right now, it is buying literally everything it can get its hands on, which could create big logistics problems due to lack of standardisation.

Poland is buying Abrams tanks and Bradleys it´s also getting F-35 along with most of Europe, OK France always builds their own stuff. There are currently 3 US armoured brigades in Europeand another US armoured brigade has much of it´s equipment stored in Poland so that Armoured Brigade can be brought into action very quickly. The US Marines have the equipment for an advance unit stored in Norway. Most of europe is now using F-35 jets. The US has about 4,000 spare tanks and 4,500 Bradley, 10,000 MRAPS plus about 400 self propelled guns. Some of these can be upgraded and have more reactive armour added to the older versions. Abrams and Leopard 2 are about the same weight. The US has more than enough spare equipment to equip 8 US sized Armoured brigades and have a lot left over. Their might be scope for the US to update refurbish this equipment and sell to European countries on lend lease. Wealthier european countries can each have an extra US style Armoured brigade and poorer countries have smaller units. The US has a European training ground. All countries will need to recruit and train new soldiers. Note that last week Israel took out 3 S300 antiaircraft missile sites in Iran using F-35. Everyone except the French buying refurbished US equipment resolves the lack of standardisation and speeds up the whole process. Higher salaries gets more recruits. Much bigger armies means more officer places
