The song comes in a significant time in the film when Akbar abolishes 'pilgrimage tax' levied on non-islamic citizens b'coz it is morally wrong. He encourages tolerance for all the faiths by, h'ving people from diverse backgrounds in his courts etc. So, basically he learns to rule over the people instead of just conquering them. Jodhaa, his wife make him realise this b'coz his Kingdom had diverse population nd they never really felt any 'sense of belonging' for him.
In the song, people from various parts of his Kingdom are presenting a 'nazrana' to him as vote of thanks since he has 'won their hearts'. His wife reconciles with him. He is being gifted the title 'Akbar' (the great) by his citizens. He decides to donate gold nd coins equivalent to his weight.
