That is probably the case. Superior Dragon began his story as an amnesiac Gundam without even an out-of-universe identity to speak of - the RX-78 was already fulfilled by Amuro, the GP02 wouldn't exist until the sequel, and despite officially being called a Mk. III design, it's really just an excuse to ensure everything in the first Gaiden story was from UC in some form. Throughout the story, he worked his way up the food chain, challenging his rival and other villains, meeting other Gundams, and acquiring new powerups for his use. At the very end, he learns his true identity - this draconic yet knightly S Gundam design - and ascends to godhood after fusing with his rival (both were fragments of this new form.) Later, we find out that before what was seemingly the beginning of his journey, before he got fractured into Knight and Satan Gundam, he had to cast aside a much more powerful 00 Gundam and later a real-type form to defeat the main villain of Gaiden's Wing arc for good - eventually waking up in what was then the future as Knight Gundam, given a long and hard yet promising second chance at godhood. And boy, did he ever make good use of it. TL;DR Superior Dragon really is the ultimate example of the hero's journey in the Gundam multiverse, according to his timeline's lore.
1:16 Saddrac World is in reference to Gaiden's timeline... as of the present day with the release of Saddrac Knight Saga (Unicorn, SEED, late UC, AoZ, and Encounters in Space) in 2013. That's a nice touch I didn't expect them to add, and I hope it hints at something in the future.

Stats is not too difficult for the pilot since you can easily max with money. The unit itself though, you gotta grind the living hell for that.
