I don't think you were allowed to eat in your room at the Net Café, I remember watching a video about the same one a few days ago and the uploader said that you weren't allowed to eat in the room you booked. They had a designated area for you to eat at.
Thanks for your comment:) Local business rules are applied to each Net cafés. We are allowed to eat at individual rooms only in Tokyo. The Net café I went doesn’t have a designated eating area. It depends on which Net café we go. We’re supposed to eat at the eating area in Net cafés of other cities. Sorry for confusion of the Japanese local ordinance. This is about the current 2022 rule. It might be updated in the future. All we have to do is just follow the staff’s instructions there.

From the "18+" icon on the computer, you can guess what people use these rooms for. Probably apply for drivers license or work on their taxes.

Btw I paid by card. Japan has become a cash-less country since 2020. I haven’t used cash for ages.
