I still prefer to teach that "must" is an obligation that the individual feels strongly about and is not imposed and that "have to" is an obligation that is felt from without and is often imposed on the individual. From what I gather there may be an American version to the rule which has placed must and have to at the level of importance when both are used affirmatively?

Yes, MUST NOT is used for a negative rule. But, remember to always use the base verb after MUST. For example: My mother always says, "You must not RUN too fast in the house."
