The VM ( volatile matter) part is less in hard coal, so emission rate is lesser , though fixed carbon is higher...

Free carbon or volatile matter plus liquor part which are highly volatile nd causes emission are lesser, only d fixed carbon part is higher, so emission rate is naturally quite lesser..
With ageing, d lignin & cellulosic parts contributing to VM decreases as d coal gets hard.
