Well said....high fines should be paid for littering...I hate seeing plastics and stuff thrown around the city and elsewhere...
Take there license away for 1yr and make them take it all over again. Your ticket system should be functional day and night and on holidays. 18 million is chicken feed, how much did your ranks take in bribes.
Driving is a privilege, not a right, so the law should be enforced to the fullest, especially those drunk and reckless drivers.
