I’ve always managed with a screwdriver tbh , might need a few taps to loosen it

the screw twists in sleeve over time when have too long wipers

only one of my wipers is working what could be the issue?

It could be loose or broken

@@diydaly ended up fixing it without taking anything off, the arm the goes from the drivers side wiper and connects to the passenger side wiper, there is a collar that is connected to that P side wiper that popped up out of its socket and was moving freely. Just had to pull up on the blade and hammer the collar back down into place
