Garou still had FAR more potential. At his peak, he had full knowledge of the flow of all energy and the behavior of all forces in the universe. He even figured out how to time travel but he was beaten before he got a chance to use it. Also due to him breaking his limiter he also has infinite potential, just like Saitama. He just doesn't grow as fast as Saitama when he's fighting. That's still insanely impressive considering Bang wanted to end his fight with a *severely* weakend human Garou quickly so that he couldn't adapt. If he has adaptability so strong that it had Bang sweating, imagine how much stronger he could've became when he gained his full power.
