I built up my bike with spare parts laying around and spent 100 bucks on a new frame and fork it’s not great but holds up like a pro bike
They aren’t that expensive. 400 is pretty cheap for a good bike. It’s still a lot but not that much

you can drill a center hole on your rear arm cross brace for a simple caliper brake setup. I have one sitting here that I would send you if you need it even just to test or mock up. Pretty sure I have everything you need, possibly even a cable.
depending on where you drill, you can even put the caliper brake under the cross brace to get it out of the way of your feet during maneuvers.
