I like that you criticise the Pokemon but in the end you put it in a tier based on how you feel, regardless of what you said. Not many people do that. It's very genuine. Most people use arguments and stick to their statements.
I think my favourite Pokemon in ScarVi is Skeledirge and its like (yes, including Crocalor, so goofy, it has character, love it) and Cetitan. The both have amazing inspiration and great execution. On a more emotional level, I vibed with Clodsire quite a bit and its design is pretty good too.
