In terms of consistency then its a no chelsea are not better yet, but what i will say watching Chelsea against the top teams last season even without most of their tip players they went toe to toe with them and only needed a top finisher to have beaten them all,
If your a sensible 'betting man' you would certainly put your money on Chelsea over Liverpool at this point for the coming couple of years. Chelsea are adding the finishing touches to a re-build that based on the second half of last season has been a success. That's just objective fact, not blue tinted specs, if Jackson had better form in front of goal Chelsea would have been right up their with Liverpool.
Liverpool have just lost one of the best managers in world football and are kind of in the same position as United were the season after AF left. It's not like Klopp has left a wonderful team behind either. They are an aging team in need of a re-build. Sensible Liverpool fans will be worried, at least if they don't refresh over the summer.

People last year before the start of the season were saying Chelsea could challenge for the title. After losing to West Ham and Aston Villa and a few more games consecutively, people realized the reality of the struggle to finish even in the top half.

Am a chelsea fan but that is very deluded. The coach even hasn't started preseason.
It's not deluded, in two years every indication is that Chelsea will be a better team than Liverpool. Chelsea have rebuilt a young squad and are adding the final touches. Liverpool is an ageing team that just lost their best manager of the last 30 years. They require a rebuild and re-group. The transition may be smooth for them, but it's certainly not the norm in football.
I'm very comfortable with where Chelsea are right now, the future looks very bright, and people love to rag on Clearlake, but I think they have done a great job. My only real criticism was that they tried to do too much too soon. But, two bad seasons would defiantly be better than say five mediocre seasons if we end up in the same place on top, I honestly thought it would take longer to get to where we are now. I think we will see a very different Chelsea next season.
@tannakaobi1 clearly you haven't been paying attention to liverpool over the past 2 seasons. They have been removing their older players slowly and all their replacements are either young or middle age. And if they can't replace them by buying they integrate them from the academy.
The only few older players remaining will be out in the coming 2 seasons with the exception of allison and vvd. The rest are already being moved on. They were already in motion before us chelsea. You just don't follow them to know whats going on on the other camp. If they keep on playing their cards right in the market like how they signed salah and vvd, they will have no problems whatsoever in competing very soon. Especially with a squad that already has winning and fighting mentality from klopp already.
Back to chelsea, we have been chopping and changing managers and players. Even if i agree that maresca is more suited to our current players doesn't take away the experience liverpool have built over time. Mind you, they beat us with the academy kids. Even if poch can be clueless but it is clear our players lack in some decision-making which always take time in younger players without guidance from experienced heads.
Chelsea will have to ride out like 3 or 4 years to be on good track to start contention for the league. Unlike liverpool if their coach is good enough they can begin contention for the league even this season.

As for Liverpool, ask yourself this: When has a club lost a manager like Klopp and continued to be a massive force over the following couple of years? Liverpool have bought some good players and I'm not saying they are going to implode. But the players they rely on are mostly over 27 and the very best players are over 31. All the experience they have is in those players.

Chelsea didn’t even have a fit Nkunku, Enzo or Reece James… plus they will acquire Olise and a new striker this summer. If you can’t see the potential of Chelsea then I can’t help you bro. If the question is which team will be better in 2 years then I am choosing Chelsea over Liverpool.

Chez, like a lot of Chelsea fans his age, have never known a time outside of the Abramovich era, that's why they have this belief/arrogance. The history of football is about owners, who is charge, every other club has this perspective because they've had bad owners and good owners, but most Chelsea fans started following them after Abramovich so this is their first rodeo with a bad owner. Look how dominant United were, how dominant Liverpool were in the 80's, how Arsenal's ownership struggle = their banter era, you can look at Everton over the last decade, or Newcastle since being bought out by PIF, Spurs and their frugality under Levy, it's the owners that dictate a clubs fate.
I don't understand how you can say we have a bad owner though. We have just rebuilt our entire squad from an ageing team struggling to get top four and despite a CL trophy had really not been good for the past five or six years.
We now have a very strong, young, hungry team that look like they are just about ready to start cooking. If Jackson was finishing more of his many chances this season we would have easily been in the top four. I don't blame him, that's what you get when you rely on youth, but the truth is when you consider all the changes Chelsea have been through we finished last season in spectacular form and not because of our manager. All this in just two years, next season is literally the first season we will see any kind of stability for a while and if we continue getting better like we have been the sky is the limit.
Sensible people are looking at Chelsea with expectation, it's the NPC fools that just follow the hype and can't read the writing on the wall because they are blinded by a few missed chances and a couple of bad results such as the Arsenal game. This is all part of the maturing process. The future looks good for Chelsea, much better than people seem to think.
One thing I would say though about what you said is: it's true that many Chelsea fans were not even born before Abramovich. They are struggling to process the difference in approach by the two business models. They are used to just getting the next shiney object delivered over and over again often with mixed results. For every Diego Coast we had a Lukaku. It will take them a while to adjust and I think that's where a lot of the negativity comes from with players like Jackson. They are not used to watching players developed, so when a player is not instantly successful they are looking for the next shiney object. This is a team that will grow.

You can wax poetically all you want to justify their transfer policy but it was not needed to be done to this extent. There's a good reason no one has ever done what Chelsea have done.

Many teams would rather play ( I think ) Chelsea than looserpool and would give it a go when playing Chelsea regardless of the manager. It just seems like they won't come together anytime soon.

On paper the potential is higher when you look at Chelsea's team but they need to show it
So arguable Liverpools two most influential players are at the end of there careers (Salah, Virgil) whilst Chelsea rebuild has largely been complete with the exception of a few positions.
Now assuming Liverpool dont pull out some insane level of recruitment its highly likely that at least a few of Chelsea young contingent come good, suggesting we are likely to improve.
Fairly clear that the odds are probably in Chelseas favor, especially given the lack of investment in the Liverpool Squad and the departure of there long term manager.
