That’s not how science work. Hextech itself is the gateway to arcane, sooner or later, it will destroy the world. So many inventions in real life was created with good intention before was turned into weapon. But I would say, Heimer could do more to stop the creation of hextech.
With a girl dying in the explosion, I wonder what that world's Heimerdinger would have done about Jayce and Viktor. This Heimerdinger had experience to go off of that mentoring those two would be bad.

No wonder why Zaun is all sunshine and roses. Heimer not only saw what happened to Mainline Zaun but also had 3 years on the council to fix it. And with no Jayce or Hextech to contend with he was likely able to fix it way faster than he could otherwise.

They aren't "technically" dead, actually; they just... No longer quite accord to our (somewhat limited) definition of living. (They're even capable of scaring the living scrap out of Jayce, and are doing so repeatedly, despite not intending anything of the sort. Humans do tend to fear what they don't understand. Which I find extremely sad - Jayce adjusted to them eventually... But reversed right back to being "only human" upon returning home - and started to swing the hammer frantically, thus denying his skinny-tin-machine-herald best friend and his underground utopia a chance, and in so doing almost causing the exact future he was sent to prevent)

Since Heimer came 3 years earlier and people think Jayce went to a different timeline since they didn't show Jayce and so people think its implied he got banished or imprisoned (or even went through with the suicided attempt) but what if Jayce is in the same timeline but came 5+ years later We might think its a different timeline because the one Heimer and Ekko is in has better life for Zaun and a healthier cooperation with Pilltover and is implied that Hextech is never created in this alternate timeline? What if it still would have been created but this time by Viktor but instead of starting out with Hexgems, he used Shimmer/chemtech first and later got his hands on a Hexgem (maybe from Powder because she saw what happend with Ekko in her hideout aka a different Ekko version that timetraveled away and eventually wanted to engineer smth with it because she wants to see Vi alive and got the attention of Viktor and maybe worked with Viktor) since Jayce isn't there Its also still only 3 years after the explosion in the appartment

I really disliked him more. He was ok at letting Jayce die, didn't care thay they were stolen the lives of the Ekko and Heimendinger of this line and did nothing to fix it until Ekko arrived

So hex tech didn't even make it off the ground Silcor and vander had made peace probably as far back as felicia's death so no shimmer. Too much had already changed to say h.dinger was the cause.
it doesn't show in the clip, but in the show he explains how the thing that brought them there reacted to jayce differently so he probably got sent somewhere else. (also heimerdinger and ekko arrived in their doppleganger's bodies and it's likely that victor didn't stop jayce from jumping after the hextech explosion in his lab)
