Short answer: Is the hull a watertight single piece? Yes = Floats; No = Fails Also, the Coast guard one probably was missing ballast pieces that Lego (floating) boat sets normally have. Also, to get them fully dried out, you'll have to completely disassemble them and allow each piece to dry out.
I once built a lego titanic. It was very simple, the hull was made mostly out of basic blocks and plates. I didn't think it would float but I put it in my bathtub anyway and well, it did float, suprisingly. So I guess that the blocks that I used must've provided enough buoyancy (because of the air stuck inside of them) for my ship to stay afloat.
Part x149a, weighted keel. I had one that came with the “Police Rescue Boat” (#4010). Without the keel, the boat sits too high in the water and capsizes.
The Lego CoastGuard boat should come with an attachable engine that you can attach to the bottom, it helps stabilizing it in the water so that it wont sink like yours did
Plus the Shape of the hull isnt even properly made for a ship out on the waters, Flat bottom ships like ferrys don't go out to open ocean otherwise they capsize. The hull needs to be rounded off
I have the blue and green Technic catamaran. Not only did it float when the wind started breezing in the swimming pool it glided on the adjustable sails beautifully! What a marvel of design.

When I was a kid I used to have a lego cargo ship that came with a dock / port area with a working crane that you could use to load containers on and off the ship. The ship floated really well, good memories!
I used to seal the hulls of my Lego ships with fingernail gloss, used styrofoam fishing bobbers for buoyancy, and lead shot for stability. Lots of trial and error but I could get my ships to float.
I have an old Lego city police boat, and a dive boat that actually had a motor mount and it has weighted bricks so that you can balance it out. They were pretty neat. Wish I got the motor for them though. They did float quite well as they were a single hard shell hull, and even had drainage holes in the top. Brilliant toys really.
The first one does float, it's just so light that any weight focused on any side would mean it would tip almost all the way over. Centre of gravity is off to the side, making it "sink" So if it is based on official design without any changes, yes, it sinks, but done right it can. It floated at the very least, so with a balanced centre of gravity it will float.
I’ve had the coast guard for almost 5 years now and I remember the first thing I did was bring it into my pool and it floated and it felt like I was a genius for some reason

I had 3 boats...The Black Seas Barricuda, Caribbean Clipper from the original pirate series and the Police Rescue Boat from the late 80s. The police boat was specifically made to float, the hull was a single piece and had a weighted keel to keep it stable in the water. I don’t think I ever tried floating the pirate ships...the weight of them suggests that they’d sink like a rock. Edit: the weighted keel would probably make the coast guard boat float perfectly. Seeing the Destiny's Bounty on the water reminds me of when I first got that set back in 2012 or something. I wanted to take it into the bath with me but my parents wouldn't allow it. I'm sure y'all witnessed the same.
The coast guard lego boat in my opinion should pass as a float, because A. It floated when you put it in the water, and the only reason it sunk was because you did something to mess with it. Which brings me to reason B. The only reason why it started sinking was because you messed with the weight distribution, you took the helicopter off, but not the the quote unquote submergible vessel there and so there for you mess with the weight distribution, putting all of the weight in the back instead of having it evenly distributed, as it started off with.
There is even more evidence for this reason from 4:35 to 5:03, and you can even tell there a little bit closer to 5:03 it wants to sink towards the back before capsizing and sinking.

4:52 the reason why it started sinking again is because the filter came on and started blowing out air that will create ripples of water very fast. And I know it was the filter because every single pool will do that when the filter comes on. And since there were not that many ripples when you put the boat in the first time. But since the filter came on it made more ripples than it could handle.
